Annie E. Casey Foundation has published a 62 page Special Report,
Why Reading by the End of Third Grade Matters."
This Special Report describes (with extensive data
and charts) how so many of America's children - especially low-income
children - are struggling to learn to read with grade-level
proficiency. The Report provides policy-makers, educators,
parents, and concerned citizens with important information and a range
of recommendations to consider.
